Don't apply twice.

Your second application will probably be trashed.

Instead

Send a follow-up email on the same email chain as your initial application, stating that: you made a mistake on your resume, apologize for that mistake, and include the fixed resume.

Will this help you get the job?

Maybe, maybe not.

It depends on the hiring manager, on the job etc...

On the one hand, this shows that you do not have great attention to detail, which they already know because of your bad resume. On the other hand you personally took responsibility for your own mistake.

Either way there is a lesson to learn here:

Proof read your resume. Have someone else proof read it. Your resume is supposed to showcase you at your best.

Is it bad to apply twice after submitting resume with a mistake?

You don't need to re-submit your resume for this particular mistake.

That is not a major error. Most recruiters would see that it is a simple "copy-and-paste" error, which may happen to many people from time to time.

I don't think this error alone would totally ruin your chance to be considered for the job.

If you have super technical skills and valuable work-related experiences, then the hiring manager can let your mistake on the resume go, and focus more on your real-world skills and talent.

So, you don't need to re-submit your resume again.

Wondering if I should apply again through another email or will that worsen the situation?

That would just call attention to your error. Don't do that.
