If there are future stimulus checks, like in 2016/17, will I be left out?

Future stimulus checks (if any) will have their own rules that no one can predict right now. However, if we go off of the Covid stimulus checks (I'm not aware of any in 2016/17), then no you will not miss out.

Those "checks" were simply an advance payment of a tax credit, and the Fed used tax data from the previous year. If you had no tax data (did not file), then you had to wait until the following year to file a return and get the credit. If you met the requirements you still got the stimulus, just not "early" like most.

If there are future stimulus checks, like in 2016/17, will I be left out? How else do they know who to send checks to?

Future rules regarding stimulus checks are not set in stone.

How they determine who gets a check, and how much, are specified in legislation related to that event.

I didn't work for the year and had no positive income, so I didn't file.

File if you are required to file. File if you aren't required to file, but doing so will get back money you are owed.
