The foreign transaction fee of 1% appears to depend on the account type, not the ATM/Debit Card itself (see card agreement for full details)

The Cash Management Account reimburses ATM withdrawal fees but may charge foreign transaction fees, whereas the Fidelity Account doesn't reimburse ATM fees but doesn't charge foreign transaction fees either.

Fidelity® Cash Management Account

The Fidelity Account

Several Fidelity users mentioned that the Fidelity debit card has no fees (i.e., no transaction fees and no currency exchange rate markup or other hidden fees).

Fidelity customer support confirmed it:

I'm happy to report that there are no foreign transaction fees for the Fidelity Debit Card. We confirmed this with our debit card team, and they have been made aware of the language online that says otherwise. That said, if you choose to pay a foreign debit card transaction in US dollars, your transaction may be processed at a rate different than the market exchange rate.
