Best way to implement these trailing lines in css?

I can't see that this is a 'best practice' question, it's a straightforward coding question 'How do I do this in CSS'. Why not move it into a normal question post and include the code you have tried. Without knowing the structure of your HTML it's not possible to help you.

"Right now what I'm doing is..." Instead of (or in addition to) describing what you do, include the code that you have written. Perhaps it's already the 'best practice', but we can't tell.
