Alright, it seems that I have the answer over there : per SELinux access rules, processes in the domain httpdt can execute binaries with the attribute baserofiletype. And precisely, /bin/sh is of type bin_t which has this attribute. So php-fpm CAN execute /bin/sh without problem.
