Research Abstract & Technology Focus

In our country India has urbanized fast, and densely, and the toll from fire accidents has followed it every step of the way, mostly avoidably. The data received from the National Crime Records Bureau (NCRB) show reported fire incidents dropping from 18,450 in 2015 to 5,971 in 2024. But as on today fires still kill thousands of peoples in every year, though, and the pattern of major fatal incidents keeps repeating. In the year 2022 Mundka fire in Delhi, In the year 2024 Rajkot gaming-zone fire, in the year 2025 Gujarat firecracker-warehouse explosion, in the year 2025 Gulzar Houz fire in Hyderabad. These accidents are not isolated bad luck at all, they point to something structural. This paper looks at the mismatch between how vertically Indian cities are growing and how horizontally, ground-bound, their fire services are still designed. Building-plan authorities keep clearing multi-storey buildings and high-rise construction even though, in most cities, the fire brigade's aerial equipment tops out somewhere around the tenth to eighteenth floor. In the Mumbai city, there are high rise buildings upto 100 floors. Water supply for fire-fighting remains a logistical headache nobody has really solved. And the installation, upkeep, and inspection of in-building fire equipment is, in a large share of buildings holding a fire NOC, weak or close to nonexistent on the ground. This problem is against the Government of India's Viksit Bharat @2047 vision, which expects more than half the population to be living in cities that generate most of the country's GDP, the argument here is simple: fire safety cannot keep being treated as an afterthought of urban growth. It has to become one of the things holding that growth up. The paper ends with legal, institutional, and technological recommendations aimed at closing the gap between how tall India's buildings are getting and how far its fire services can actually reach, by 2047.
