Попробуйте зайти в трей -> настройки -> порт прокси и поменять его на 10080 или другой свободный.
В телеграмме настройки -> продвинутые настройки -> тип соединения -> в нижней части три точки рядом с SOCKS5 -> изменить -> поменяйте порт 1080 на 10080 или другой свободный. Естественно порты в прокси и телеграме должны совпадать.
Скорее всего проблема в занятом порте.

Я добыл из tglock айпи, которые можно вставить, после этого у меня медиа стало грузить.
