Architectural variant of Phase 2's deepen step.

**Current behaviour:** rank ideas across all clusters, deepen top-K *ideas*.

**Proposed alternative:** rank *clusters* by aggregate score, deepen top-K clusters by re-diverging inside each chosen cluster to surface implementation variants.

**Trade-off:**
- Idea-level (current) → goes deep on specific ideas, may miss adjacent implementation variants in the same cluster.
- Cluster-level → goes broad-then-deep within winning angles, gets more variation per angle, possibly at the cost of losing visibility on the single best idea.
