Internationalization (i18n) defect in `aria-labels` for screen readers, specifically for diagrams and table of contents, which remain Chinese regardless of the page's displayed language.
Raw Developer Origin & Technical Request

Flow and sequence diagrams get aria-labels starting with 流程图: / 时序图:, and the doc template's table of contents has aria-label="目录", regardless of the draft language. Screen-reader users of English and Japanese pages hear Chinese.
The visible page controls already switch between zh / en / ja by the draft's language; these labels should use the same mechanism.
Found while doing #41 (out of scope for spec #39, which leaves page UI unchanged). Fixing it changes rendered HTML for en / ja pages, so `npm run snapshot` will show intended differences for those.
