## Summary
Add an optional Contained-owned OCI image cache/library that can store image archives or OCI blobs by digest, dedupe where practical, and explicitly load cached images into a selected runtime.
## Context
The current runtime-first foundation keeps runnable images owned by each runtime and only centralizes remote registry/search/update metadata. Apple `container` remains the only default enabled runtime; Docker adapter groundwork is dormant until Contained chooses an independent provider/daemon model.
When Docker runtime support is intentionally enabled later, Apple container and Docker should still keep separate local runnable image stores unless this cache layer explicitly loads cached content into a selected runtime.
## Desired Workflow
- Cache OCI images or archives in an app-owned library by digest.
- Track cached availability separately from per-runtime local runnable availability.
- Offer explicit actions such as "Load into Docker" and "Load into Apple container" without re-pulling from a registry.
- Keep cache pruning, disk usage, and failed/resumable download behavior explicit rather than hidden behind normal run flows.
## Acceptance Criteria
- The cache is optional and does not change runtime-owned runnable image semantics.
- Cached images can be loaded into a selected runtime on demand.
- Remote/update metadata remains shared by normalized registry reference/digest.
- Runtime-local availability remains scoped to the owning runtime.
